Why does Watcher have a dialogue portrait even though she's not involved in the plot? Was she suppose to have a greater role in OneShot or does she represent something significant?

I think originally she was gonna have a bigger role in the catwalks segment of the game but that segment ended up taking on a different tone (cuz we decided we need it for a demo) and i decided to use lamplighter for that area instead… in the end i liked watcher’s design enough to keep her in anyway
